Well, visiting that website you mentioned, it says "When we build excellence in our professional schools it should be done in a disciplined and focused way, connecting our emerging strengths in areas such as business, law, and engineering, to our highly visible strengths such as communications and public affairs." So, talk about how finance, which is a vital part of business, might be useful in public affairs. Given that virtually any issue in public affairs has a financial component, that shouldn't be too hard.

I would definitely research the school. Talk to people who have attended Syracuse. Email the head of the department of your major field and ask about their programs, internships, study abroad programs, etc. Take a campus tour (some colleges even have online tours and webcams so you can sit in on a class online). Sit in on a class.

The essay is quite short. You have to introduce yourself, sell yourself, and make them want you! Outline your accomplishments (especially related to Finance since that is your major). Ask others what your best features are (especially people who are going to or would write recommendation letters for you). Good luck!
