Quick question about commas in titles

If I am listing book titles and cannot underline or italicize text, how must I punctuate the titles?

Example 1:
"Hard Times," "The Namesake," "The Color of Water," "Northanger Abbey," "Cannery Row" etc.

OR

Example 2:
"Hard Times", "The Namesake", "The Color of Water", "Northanger Abbey", "Cannery Row" etc.

The comma goes inside the quotations. Always. (Well, almost).

That is a good question. I asked that question of a good grammarian last year and was told that it varies depending on if it is UK English, American English, etc. I was told that the way you did it in example #2 was UK English... this seems correct to me.

I think if it was my essay, I would keep the commas inside the quotes.

All of my high school English teachers have instructed me to keep commas and other punctuation inside quotations, and I trust them, so I'd suggest doing that as well.
