As I watched the House of Representatives passed the healthcare bill on March 21, 2010 by 219 to 212, I realize that I can make a difference, change the world and help others by solving problems. I am passionate about expanding and deepening my knowledge of the healthcare sector. I want my 3-year-old nephew Ethan to grow up never having to worry about not having health insurance when he is an adult. The Master of Public Administration with emphasis in health services administration will help develop my managerial skills to improve public service and open up new career opportunities.
The nature of my current job as the Social Insurance Specialist in Social Security Administration is hearing stories from many uninsured people with disabilities during my initial claims interviews. They have cancer, HIV, mental illness and neurological problems can't pay their medical bills because they have no health insurance. As a result, they are constantly changing doctors until they can find one who will work for free. During my initial claims interviews, I ask questions in the disability report regarding the medical conditions, onset date, job history, doctors, hospitals, medications, testing and education. Some of the saddest stories are from people with terminal cancer because they cry talking about chemotherapy, medications side effects, and being unable to do anything because they found out too late.
Many homeless people file for Supplemental Security Income (SSI) disability because they want Med-Cal. People who are approved of SSI will automatically be enrolled in Med-Cal. I tell them that they have to fill out the adult function report because they are homeless. The adult function report has a lot of personal questions, which most people are uncomfortable talking about because it goes in depth about physical limitations, social activities, taking care of personal needs and grooming. Some people with depression said hearing voices limits their ability to work because they can't do anything and they have no social activities. They stop playing sports when the depression began. Their daily routine is walking around the city; go to the library, and parks while sleeping on the streets. The best thing I can give a homeless person is my time and genuine concern. Knowing they are still accepted by society, that they are welcome to rejoin the community, is vital.
I had the pleasure and honor of serving veterans every day at my job in the Department of Veterans Affairs for one year and a half. As the Budget and Fiscal Clerk in the Nutrition and Food Services, I assisted in the development of the $2 million budget for the food supplies. I made sure that there were enough meals to feed all the veterans daily in the hospital. I worked closely with the purchasing department to order tray ticket paper to print the meals on because that was a special order and very difficult to get. The new fiscal year for the federal government began in October and the entire federal government operated on a continuing resolution until Congress passed a budget. It was difficult for me to get monthly allocations approved by Accounting for food supplies because I had to wait until 4:30pm on the last day of the month to get it done. I received the certificate of completion for federal budgeting process from the Veterans Affairs. The Master in Public Administration would give me more in depth understanding of public sector budgeting.
My perseverance and determination got me my first federal government job at the Department of Veterans Affairs because I wanted to do a career change from the private sector to the public sector when I was working at United Airlines. United provided me with a solid foundation in budgeting because they trained me how to manage a $46 million dollar budget for Asia Pacific and the West coast. I emailed questions regarding all variances over 1% to all subordinate cost center managers including 10 countries in Asia. I entered all the answers from the emails and numbers from the operations reports into a variance excel sheet for the General Manager monthly. I assisted with preparing the annual budget for the new fiscal year and I stayed very late at night with my manager in the office for weeks. I also have a strong background in customer service having worked at United Airlines as a Reservation and Sales Representative. At United, I consistently maintained high revenue and received service quality awards from management for providing excellent customer service to clients. For my strong work ethic and commitment, I was awarded "Employee of the Year for Perfect Dependability."
As the current VolunteerMatch Coordinator at Our Special Angels, I recruit prospective volunteers on volunteermatch.org and manage the listings online. I do a monthly report for the board of directors on the referrals from the website and write part of the annual report. I started this volunteer job in May 2008 because I realized from working with college students in my job at San Francisco State University that I wanted to do more to help the youth. Our Specials Angels reaches out to disabled youth and young adults, helping them grow and flourish through a variety of leisure activities, encouraging, training and leadership in a wide variety of activities
In the fall of 2009, I took the Health Policy in the US: The Year of Reform class at UC Berkeley Extension and I received an A- at the end of the semester. It was very exciting to learn about the cost of healthcare, health insurance reform, Medicare, and universal healthcare in foreign countries. I gave my presentation on my experience growing up in Taiwan's healthcare system because Taiwan universal healthcare was a model for U.S. healthcare reform. I realized from taking this class that I wanted to pursue the Master in Public Administration with emphasis in health services administration.
I recently traveled to Shanghai, China for my vacation. While traveling, I experienced first-hand the problems the people of China face each day: lack of health care, poor sanitation, pollution and too many people. Chinese medicine is popular and widely used in China but Chinese medicine is not approved by the FDA in the United States is why many doctors do not recommend it. It would be interesting to find out if the FDA approves Chinese medicine in the future and how that could decrease health care costs in the United States. I didn't know what oil was used in the restaurants because there were issues with illegal cooking oil. In March 2010, The China Daily reported that almost one-tenth of the country's cooking oil contains cancer-causing agents and was illegally gathered from drainages and reused in restaurants. The streets were over crowded with too many people. Having seen and experienced these obstacles I wish to immerse myself in USF Master in Public Administration program. As an individual who has seen two very different cultural worlds, I am in a better position to understand the cultural issues between Chinese and western cultures. China has experienced extraordinary economic growth and has initiated major administrative reform efforts in public administration.
I am a USF Alumna graduated in May 1999 and would like to return to my alma mater for the Master in Public Administration with emphasis in health services administration. All of the experiences will be directly applied in my future career as manager with a specialty in health services administration. I am a hard worker, an excellent organizer and a good student. My goal is clear: to become an effective leader in creating and implementing polices are capable of evolving and alleviating the problems the public faces every day. With USF management-oriented curriculum applicable to a broad range of public sector and health services organizations, the graduate school is exactly matched to my needs and background. USF program's preparatory curriculum combined with my strong analytical skills and desire to succeed as a manager will give me the power and knowledge I need to accomplish my goals in working for the public. That is my goal and calling: to work for the public.
