do the tenses of your sentence have to be the same
ex. I had discovered that the engineering program is (was?) one of the best in the field

yeah, i'm pretty sure you need to carry the tense through

I discovered that the engineering program was one of the best.
I had discovered .... was one of the best.
I have discovered ... is one of the best.

It is o.k. to change tenses within the sentence in that example.
